In view of actual warfare facts a new method of the threat evaluation based on the OWA operator is put forward. Through the method of unifying preference information into the utility value form, and the subjective preference information of decision-making group is aggregated by the OWA operator. Then the threat evaluation model integrating the subjective and the objective preference information is established in the paper. The attributes weight can be calculated by a quadratic programming model. The degree of threat can be obtained through the decision-making models. The threat evaluation method is in accord with the actual war process. The validity of this method is demonstrated in an example.
