This paper discusses the formula and parameter in short-wave link electromagnetism calculation. Then, the practicable frequency for A - B city link in July is forecasted. Lastly ITS short-wave plan software is applied to the forecast of the practicable frequency and to the evaluation of the link capability for A - B city in July.
