With the rapid development of digital communication technology, the requirements for the services of mobile communication network become increasingly high. The 3rd generation (3G) mobile communication system will play an important role in the future. Because 3G network grows to an ever - larger scale and all the network elements (NE) are distributed in the network, it becomes an urgent problem to implement a network management system to manage all these separated network devices in a centralized way. This article gives the idea of how to design and implement such a system, which is called MEM (Mobile Element Management System).
