A progressive refinement approach to maximum - likelihood estimation is proposed as a means of carrier synchronization. According to user's need, this algorithm can reduce the complexity of calculation without sacrificing the dynamic scope and the estimating precision. The performance of this algorithm in estimating dynamic scope precision as well as calculation complexity is given out in computer simulation.
